So the bootleg set has to be released after those events above (latest being: April 24, 2000)

This was one of the first sources I found, so release before this (duh haha)
My assumption is that the was released around the time of the Japanese Southern Island release, possibly to confuse people by thinking that this is the 'new' set. Other assumption is that it's released before the localization of Gen II, because most of the Gen II Pokémon use their romanized Japanese name, instead of English. With the exception off Togepi (romanized is Togepy). This could be simply be because the translation look like each other, or because Togepi was already known about in the west. Togepi was one of the first known-about Gen II pokémon. But once again assumptions.

Edit: The second generation debuted in Japanese on November 21,1999 and in English on October 15, 2000. It's pretty much confirmed now that this set released after 1999. Probably before October 2000.
