General information
The Tropical Bootleg Series is one of the sticker which uses Amada Sticker artwork as a basis. The language of these cards is English, since they use the English Trading Cards as basis too.
After some research on the release date, we came to a rough estimate on the time-frame in which this set has been released. Firstly the most assets which have been used while creating this set have been discovered. The last release is the English Rocket series on April 24th, 2000. So it's confirmed that the release must have been after this date.
Since most of the Gen II Pokémon used the Romanized version of their Japanese name it's speculated that these cards where made before the English Gen II Debut, being on October 15th, 2000. The Japanese release data doesn't matter since it was before the English Base 2 release.
However it's also possible that the English release of Gen II already happened, but the creators didn't have access to the English assets. Full research in the Discussion post.

The cards are distributed roughly the same as the original Trading Card Game series. For example the cards came in boosters. These boosters even came in a booster box. The booster packs have three different artworks, those being Nidoran ♀, Rapidash, and Togepi. The lay-out of these boosters originate from the Base 2 booster packs.
Each booster pack have 11 cards. Of these 11 cards one of them is a holographic card, while the other 10 are just regular cards. According to the back of the Base 1 booster box, the odds of premium cards are 1:33. This means that these bootleg cards have a higher change of pulling a holographic card with 1:11 change.

There is also some numbers on the back. These numbers are the some on every booster pack.
(Known-about) Cards
The Tropical Bootleg set has a total of 61 different cards (excluding holo variations). These cards copied the standard numbering of the cards they're based on, so this was an unreliable method of numbering, since this would result in an incomplete list and double entries.
Sorting the cards on rarity is not possible, since once again the rarity symbols are carried over from the original cards. Numbering based on type would be confusion too, since the types don't match with the original type of the Pokémon. Because of these variables it was the best option to sort the cards based on the National Dex number of the Pokémon. These numbers are not present on the cards and is pure for organizational purpose.

Origin information
Let's start with the Trading Cards themselves. Most of the card follow the same pattern. The Tropical Bootleg Set starts with a 'base' card. This base card is slightly edited. Most noticeably a higher HP, higher attack points and occasionally the extra energy symbols. Finally combine this with a new (incorrect) name and the corresponding Pokémon art.
The set icon from this series is the same as the Japanese Southern Island series. Therefore it's nicknamed as the Tropical Bootleg Series.
Let's zoom in on the base cards. Most of these base cards come from the English Jungle Expansion. Some of the Jungle cards are used twice (like Pikachu for example), or thrice (like Cubone and Rhyhorn), while others aren't present at all.
There are a hand full of cards which use a base card from another set. There are three base cards from the English Base 1 set, those being: Hitmonchan, Kadabra, and Zapdos. This set also uses three base cards from the English Rocket Expansion. These are: Drowzee, Meowth, and Porygon.

Once again there are some exceptions. For example Meowth, Tauros and Porygon use the same art from their respective base card. The Fighting-type Marowak used an Amada sticker artwork, but from a different series.

The relatively empty background comes from the Base 2 booster packs. The only difference is that the bootleg boosters added some colorful circles.
The logo on the booster packs features the normal Pokémon logo. The difference is that the black outlines aren't placed where they should be. The Poké Ball which is featured on the booster pack is a mirrored version of the Poké Ball present on the Base 2 booster box. This is confirmed by the text on the bottom of the booster box.

There are two card from which the artwork isn't found yet. Blastoise uses a version of an early Sugimori artwork of Pokémon Red/Green JP (source: pokemondb). Unlike this piece of artwork, the artwork used in the card look more like a fleshed out version.
Holographic cards
As mentioned before every booster has 11 cards, from which one card is holographic. All the cards above have a holographic version. It's comparable to the Jungle, Fossil and Rocket sets of Wizards of the Coast. Besides the holographic effect they're exactly the same as their normal counterparts. In contrast to the WotC sets, the card numbers of holo and non-holo cards are the same.

Errors
Most errors in this set are related to the names of the cards. First of all there are a couple of misspellings. For example this set got 'Charizaro' instead of Charizard, and 'Hitmong' instead of Hitmonchan. Secondly there are some cards which have the name of the (pre-)evolution of the Pokémon present on the card.
But there are some weird ones. For example the Pidgeot card has a Spearow artwork and the Parasect card has a Kabuto artwork. The names some of the Gen II Pokémon, like 'Yadoking' and 'Odoshishi' are based on the romanized version of their Japanese name.
The name of the Onix card is 'Hagukeru', the origin of this is unknown. It's not based on Onix' Japanese name, which is Iwark (Japanese: イワーク). If you Google 'Hagukeru' it has no useful results. If you Google Translate it, it's translated as 'Hugging', which might refer to the 'Warp'-move, but that's speculation.
Both the Seadra (41) and Seaking (42) cards are based on fighting type Pokémon cards, Hitmonchan (Base) and Rhyhorn (Jungle) respectively. But for no reason at all the fighting symbol at the top of the card is changed with a psychic symbol. This is specially strange since the card still have the brownish fighting type background.
The ♀-symbol caused two errors. This first one is that the Nidoran (08) card missed this symbol, even though it's common to appear, since there are two Nidoran's, a male one and a female one. The Rhyhorn ♀ (38) card has the ♀-symbol, even though it's not common. This is probably because this card is based on Nidoran ♀ (Jungle).
Fun facts
Both Marowak and Gyarados are the only Pokémon that have two different cards, with unique artwork, in this set. Marowak has a lightning type version (33) and a fighting type version (34). Gyarados has a fire type version (45) and also has a lightning type version (46).
Meowth also has two cards. One being a fighting type version (14) with a misspelled name. The second Meowth card is a colourless version (15), but it has the original Trading Card Game artwork. The second card is also based on Meowth (Jungle), making this less special.
